We have assembled managers responsible for budgets at hospitals in Sweden to ask them to answer questions about how the practical strategy work works in the public sector. The purpose of this survey is to create a picture of how big the gap is between strategic direction and plans and the operations in practice.
We already know that operational activities tend to take time away from strategic work. This is natural, but in the longer term it causes problems because the desired direction and development risks not happening. When resources are limited, the consequence is that more and more tasks must be handled within financial frameworks that were defined in a different time.
By looking at university hospitals and hospitals, we want to focus on the organizational management of these units, and not get stuck in models of how funds are distributed via the tax collective. Our view is that it is the operational efficiency and the internal governance within hospitals that must be improved and receive relevant system support in order to achieve the greatest possible effect.
